The Climate Change Transformation Team's mission is to ensure the Isle of Man meets it net zero goals by 2050. Our Climate Change Action Plan was approved by Tynwald in October 2022 and outlines the different actions we will need to take to reduce emissions and increase sequestration.

We also have two interim targets to meet:

  • 35% reduction by 2030
  • 45% reduction by 2035

What is the Climate Change Action Plan?

  • The Climate Change Plan contains the policies and proposals to reduce emissions over the next five years for each sector along with cross-cutting action to support the transition. This keeps us on track for the interim target of 35% reduction by 2030, 45% reduction by 2035 and net zero by 2050.
  • It’s a legal obligation under the Climate Change Act 2021 for the Island to have a Climate Change Plan in place at all times
  • It supersedes the Phase One Climate Action Plan which ran from January 2020 to April 2022
  • With the exception of electricity, the aim is for a 15% greenhouse gas reduction across all emissions sectors
  • The estimated emissions reduction for 2030 is 37%

What does the Climate Change Action Plan contain?

The key takeaways from the plan include:

  • The Isle of Man will have decarbonised electricity by 2030
  • Building regulations will be brought forward to ensure 97% energy efficiency in new builds
  • A ban on fossil fuel heating systems in new builds will be brought forward to 2024
  • A minimum of 20MW of locally generated renewables will be installed by 2026
  • There will be more support for homeowners and tenants to aid them move away from expensive fossil fuels and assist with the increasing cost of living.

Key policies and proposals outlined in the plan in more detail:

Supporting the public with the increasing costs of fossil fuels and ensuring the most vulnerable are protected

  • Provision for further financial incentives to decarbonise homes along and to help people move away from fossil fuel heating systems
  • Future-proofing our homes by bringing forward building regulations to improve efficiency ratings and phasing out the use of fossil fuel heating systems
  • Provide support and encourage action which make greener choices an everyday norm for people
  • Help the public understand how they can reduce the energy use in their homes to lower bills
  • Managing change in a way that is fair and beneficial to the health and wellbeing of our community

Green Businesses and Innovation

  • Roll out increased retrofit and low emissions technology training to upskill the Construction sector
  • Focus on decarbonising our electricity, paving the way for total decarbonisation by 2030 and committing to 20MW renewable energy generated locally by 2026
  • Development of a climate change innovation fund to incentivise investment and development of climate solutions

Government will play an active role in decarbonisation

  • Government estate decarbonisation to reduce the use of taxpayers funds across the government estate by improving the fabric efficiencies and saving millions of pounds on bills
  • Improving the infrastructure for more sustainable forms of travel, ie walking and cycling which improves health and wellbeing
  • Better understanding of the roadmap to decarbonising the transport sector, accelerating the shift to zero emissions across the Government fleet
  • Embed climate action across Isle of Man Government, making climate action and environmental protection central tenets of their operation
  • Electrifying the fleet as soon as possible

Protecting our natural environment and build up resilience to climate change

  • Protect and enhance our natural carbon stores and biodiversity, by planting more trees, restoring more peatland, and deliver an ambitious blue carbon restoration project for seagrass and saltmarsh
  • Independent assessment of climate impacts along with risks and opportunities across government, all areas of society, economy and nature
